No. Since 14 Dec 2024, Japan accepts the MFA Thailand Apostille (アポスティーユ) directly. ISA, Ward Offices 区役所, Family Court 家庭裁判所, 法務省 and 外務省 honour it under Hague Article 3 — 公印確認 is discontinued for apostilled Thai documents.

Does ISA accept Thai court-listed translators?

Yes at ISA — a court-listed translator's signed accuracy statement satisfies the 'qualified translator' rule. For 婚姻届 at some Ward Offices and 帰化 at 法務省, an additional Japanese 司法書士/行政書士 counter-cert is required; we coordinate it via Tokyo partners.
