Recognition of a foreign qualification for use in Thailand
If you graduated abroad and need the qualification recognised in Thailand, first identify the purpose — private employment, further study, or civil-service appointment — because the authority and the paperwork differ for each.
The everyday phrase 'credential recognition' covers several legally distinct processes. Recognition of a qualification for appointment to the Thai civil service is decided by the Office of the Civil Service Commission. Whether a foreign qualification counts as equivalent for admission to a Thai university is decided by the admitting institution within the framework set by MHESI.
For private-sector jobs, most employers only need copies of the degree and transcript with a certified Thai translation. Civil-service recognition is not required unless the position is defined by public-service rules or sits under a regulated profession.
Documents issued abroad must first be authenticated in the issuing country. If that country is a party to the Apostille Convention, an apostille is used; the document is then translated into Thai and the translation certified by the Department of Consular Affairs. If it is not a party, the document passes through that country's foreign ministry and the Royal Thai Embassy there.
Regulated professions — medicine, dentistry, pharmacy, nursing, engineering, architecture, law — run their own recognition and licensing examinations. General credential recognition does not by itself confer the right to practise.
Processing conditions and document lists vary by authority and are revised from time to time. Check the authority's current announcement before every filing.

Should I translate first or authenticate first?
