Documents for MFA Legalisation in Thailand — 6 Families

Legalisation at the Department of Consular Affairs, Ministry of Foreign Affairs, certifies the signature and seal of the officer who issued the document — not the facts written inside it. Government-issued records can be filed directly, while private documents must first carry a signature certification by a Notarial Services Attorney registered with the Lawyers Council of Thailand. Civil and family registration documents

Birth, death, house registration, marriage, divorce certificates and status affidavits — the most common family of documents submitted for legalisation, and the family that always needs an English translation first.

Civil and family registration documents are issued by district registration offices under the Department of Provincial Administration, Ministry of Interior. They are Thai-language public documents, so using them abroad always requires two parallel steps: a faithful English translation, and legalisation by the Department of Consular Affairs of the Ministry of Foreign Affairs.

The most frequent cause of rejection in this family is a name mismatch. A name spelled one way on a birth certificate may appear differently in a passport, or a title, date of birth or national ID number may not match the current house registration record. Legalisation officers compare the translation against the original line by line; any discrepancy sends the file back for a corrected translation.

Education documents

Degree certificates, transcripts, grade reports and student status letters for further study, professional licensing or employment abroad.

Education documents issued by state institutions carry an official signature that can be verified. Documents from some private institutions may first need endorsement by their supervising authority before the Department of Consular Affairs can legalise them.

An English transcript issued directly by the institution is usually the smoothest route, since it already bears the registrar's signature. Where only a Thai version exists, the translation must match every course code, credit value and grade. A single misplaced decimal in a GPA is enough to have the file returned.

Corporate and commercial documents

Company affidavits, shareholder lists, memoranda of association, financial statements and corporate powers of attorney for subsidiaries, tenders and cross-border contracts.

The most frequently used corporate document is the company affidavit issued by the Department of Business Development, Ministry of Commerce, together with the shareholder list (Bor Or Jor 5) and memorandum of association. These are public documents signed by a registrar, so they can be legalised once an accurate English translation is prepared.

Financial statements and accounting records are private documents. They must first be signed and certified by a Notarial Services Attorney or a certified public accountant before entering the legalisation chain. The same applies to directors' certificates, board resolutions and corporate powers of attorney.

Police clearance and background documents

Police clearance certificates from the Royal Thai Police Special Branch, medical certificates and background records for permanent visas, citizenship and overseas employment.

Thailand's police clearance certificate is issued by the Special Branch of the Royal Thai Police. Applicants provide fingerprints and identification and state the destination country and purpose. The certificate names that destination, so in many cases it cannot be reused for another country.

Applicants abroad may apply through a Royal Thai Embassy or Consulate-General, taking fingerprints at a local police station or the mission and sending the file back to Thailand for checking. Powers of attorney and signed personal documents

Powers of attorney, consent letters, affidavits and declarations that must be signed before a certifying officer prior to legalisation.

These are private documents with no issuing government body, so the chain must begin by creating a verifiable signature. The standard route is for the signatory to sign in the presence of a Notarial Services Attorney registered with the Lawyers Council of Thailand, presenting original identification.

Wording matters. A power of attorney must identify both parties precisely, list the powers granted item by item, specify the property or transaction concerned and, where needed, its validity period. Many receiving authorities publish their own form and reject self-drafted wording, so obtain the form before booking the signing.

Employment and immigration documents

Employment letters, contracts, payslips, bank confirmations and supporting documents for work or permanent residence visas abroad.

Most employment documents are private documents issued by an employer, so they need an authorised signature and prior signature certification by a Notarial Services Attorney before the Department of Consular Affairs can legalise them. Government-issued documents such as work permits follow the public-document route directly.

Bank confirmations and statements need care. Formats differ by bank and some are issued electronically without a wet signature, which may not be usable in the legalisation chain. Ask for a version bearing the bank's signature and seal when you know it will be legalised.
