Does Canada accept the MFA Thailand Apostille?

Since both dates have passed, the Convention applies fully between the two states. Do I need a CTTIC-certified translator in Canada?
Whether CTTIC certification is required depends on the destination authority. IRCC accepts Thai certified translation accompanied by a translator's affidavit per R10(2)(b) IRPR. Provincial vital statistics (Ontario, BC, Alberta) and the Québec Directeur de l'état civil typically require CTTIC-member certification (ATIO, STIBC, ATIA, OTTIAQ). What is the PCSC validity window for IRCC?
IRCC requires the Thai Police Clearance Certificate (PCSC) to be issued within 6 months prior to the date of online submission for PR applications. For work-permit applications, the requirement is 'recent', interpreted as ≤6 months in practice. Can I use the Apostille for WES?
Yes for ECA (Educational Credential Assessment) purposes WES accepts apostilled Thai diplomas and transcripts. However WES additionally requires that academic transcripts arrive in a sealed envelope sent directly from the Thai issuing institution or the Office of the Higher Education Commission (MUA). The Apostille authenticates the diploma; the sealed-envelope rule is a separate WES verification requirement.
Is French translation required for Québec?
Yes. Under the Charte de la langue française (OQLF), submissions to provincial Québec authorities including the Directeur de l'état civil and MIFI must be in French. We coordinate translation by an OTTIAQ-certified traducteur agréé in Montréal. For IRCC federal submissions (Express Entry, PNP) English is accepted everywhere except Québec PNP routes that mandate French.
