Apostille authority — DIA and the workflow
New Zealand acceded to the Hague Apostille Convention on 22 November 2001. The Department of Internal Affairs (DIA) Authentication Unit in Wellington is the sole Competent Authority. Standard fee: NZD 50/document (postal 5 working days) or in-person counter service at DIA offices in Auckland (109 Featherston Street, level 2) and Wellington (47 Boulcott Street) for same-day pickup at NZD 50.
DIA Apostilles cover: NZ Birth/Marriage/Death certificates (issued by BDM Online or DIA), NZ Police certificates, NZ Public Notary notarisations, NZQA qualifications, NZ court orders. For Thai-origin documents destined for Immigration NZ, the MFA Apostille in Bangkok is the authoritative legalisation — DIA does not re-Apostille foreign documents.

Skilled Migrant Category — 2023 6-point refresh
On 9 October 2023 Immigration NZ replaced the legacy 180-point SMC with a 6-point system. Points are earned through Skilled Employment (1-6 points based on income above NZD 90,420 median wage), Qualifications (NZQF Level 3-10: 1-6 points), Income (1-6 points if exceeding income thresholds), or Occupational Registration (1-6 points for regulated occupations). Threshold for Resident Visa: 6 points total.
Single-route example: a Thai applicant with a Master's degree (NZQF Level 9, +5 points) + NZ-registered job paying NZD 90,420+ (+1 point) reaches 6 points. Or: Bachelor's (Level 7, +3 points) + NZ job at 1.5× median wage NZD 135,000+ (+3 points) = 6 points. The 2023 reset eliminated age penalties, partner bonus points, and most Skilled Work Experience points — making the system simpler but less forgiving of borderline profiles.

Partner of New Zealander Visa — Work then Resident pathway
Thai partners of NZ citizens or residents follow a two-step path. First: Partner of a New Zealander Work Visa (open work rights, valid up to 24 months) — application fee NZD 1,360 + IELI levy NZD 470. Lodged with proof of relationship 12+ months and NZer partner's support undertaking. Second: Partner of a New Zealander Resident Visa — application fee NZD 3,310 — granted after demonstrating continued relationship.
Relationship evidence is the make-or-break factor. INZ caseworkers want: cohabitation evidence (joint tenancy, utility bills in both names), shared finances (joint bank statements), social recognition (photos at family events, statutory declarations from 4 friends/family Form 1146), and travel history together. NYC packages all Thai-side documents (Thai Birth Certificate, prior divorce decree, Royal Thai Police clearance) with sworn EN translation + MFA Apostille for INZ acceptance.
NZQA International Qualifications Assessment
For SMC, AEWV, and most occupational registrations, INZ requires the New Zealand Qualifications Authority (NZQA) to assess overseas degrees against the NZ Qualifications Framework (NZQF). Two service levels: Pre-Assessment Result (PAR) NZD 254 — non-binding initial review (4 weeks); International Qualifications Assessment (IQA) NZD 891 (single) / NZD 1,138 (multiple) — full assessment with certificate (8-12 weeks).
Thai-side preparation: Bachelor's diploma + complete transcript (sealed by university registrar) → NYC sworn EN translation → notarial attorney → MFA Apostille → DHL to NZQA Wellington. The Accredited Employer Work Visa (AEWV), launched July 2022, requires THREE checks: (1) Employer Accreditation — employer must be INZ-accredited; (2) Job Check — role must pay at/above median wage NZD 31.61/hour (NZD 65,748/year FTE in 2026) and have been advertised on JobInsight / Trade Me / Seek for 14 days; (3) Migrant Check — applicant must meet skill, English, character, and health requirements.
End-to-end Thai workflow: Week 1 — secure NZ job offer from accredited employer + IELTS booking (Academic 6.5+ required for SMC, 5.0+ for AEWV); Week 2-3 — NZQA IQA submission (8-12 weeks running in parallel); Week 4-5 — Thai docs: sworn EN translation + notarial + MFA Apostille; Week 6 — Royal Thai Police clearance (5-7 days); Week 7 — INZ application via Immigration Online, biometrics at VFS Bangkok (Trendy Building Sukhumvit Soi 13); Week 8-16 — decision.
