Lebanon: chain via confessional courts
The Lebanese Republic (Al-Jumhuriya Al-Lubnaniya) has not signed the Hague Apostille Convention 1961. The Ministry of Foreign Affairs and Emigrants of Lebanon (Wizarat Al-Kharijiya wa Al-Mughtaribin, Beirut, Achrafieh, Sassine Square) operates the three-stage Tasdiq chain: source-country MFA + Embassy of Lebanon (Bangkok hosts only an Honorary Consulate in Pattaya — official Consulates General are in Kuala Lumpur and Riyadh) + MOFA Beirut Department of Legalisation.
Lebanon operates a confessional system (Ta'ifiya) — there is no civil personal status; every individual belongs to one of 18 state-recognised sects under Decree 60/L.R. 1936 (Sunni, Shia, Alawite, Druze, Ismaili, Maronite, Greek Orthodox, Greek Catholic, Armenian Orthodox, Armenian Catholic, Syriac Orthodox, Syriac Catholic, Assyrian, Chaldean, Roman Catholic, Coptic, Protestant, Jewish). Marriage/divorce/inheritance go through the relevant sect's court; civil marriage does not exist in-country (but Lebanon recognises civil marriages from abroad — Cyprus is the popular loophole).

Marriage: 18 confessional courts — Maronite (Tribunal Maronite, Bkerké) uses Codex Canonum Ecclesiarum Orientalium 1990; Sunni (Mahkamat Shar'iya Sunniya, Beirut) uses Hanafi; Shia (Mahkamat Ja'fariya) uses Ja'fari; Druze (Mahkamat Madhhab Druze) uses Personal Status Law for Druze 1948. Non-confessional or inter-faith couples must marry in Cyprus/Türkiye, then register with the Ministry of Interior in Lebanon under Decree 8837/1932.
Work Permit: MOL (Wizarat Al-Amal) issues Ijazat Amal — requires Diploma + Police Clearance + Medical, full chain + Arabic. Fee USD 1,000–2,500/year (Cat 1 executive, Cat 2 specialist, Cat 3 general, Cat 4 prohibited to foreigners — includes taxi drivers, teachers K-9, general physicians).
Economic crisis 2019–present: LBP devalued from 1,500/USD to 89,500/USD (October 2026). Thai-side state fees remain in USD; Beirut partner fees are USD-only (no LBP). NYC updates pricing monthly.
POA + Property: Foreign Ownership Decree 11614/1969 (revised by Law 296/2001) — foreigners may buy residential up to 3,000 sqm in Beirut/Mount Lebanon and up to 10,000 sqm in South/North/Bekaa after Council of Ministers approval + Direction Générale des Affaires Foncières (DGAF), 6–12 months.

Lebanon-specific risks
1) Bangkok lacks a full Lebanese embassy: only an Honorary Consulate in Pattaya — for certified legalisation, ship documents to Lebanese Consulate General Kuala Lumpur (Jalan Ampang) or Riyadh (Diplomatic Quarter), adding 10–14 days for round-trip DHL.
2) Economic + banking crisis: since October 2019 Lebanese banks have restricted USD withdrawal (Lirafication) — the Beirut partner only accepts USD cash or wire via OMT/Western Union. NYC does not accept LBP payments.
3) Confessional court selection: inter-faith couples use loopholes: (a) convert religion (Sunni↔Shia via Dar Al-Fatwa, Christian→Maronite via Bkerké); (b) marry abroad in Cyprus (Larnaca/Paphos, EUR 280–500, 1–2 days) or Türkiye (Istanbul Beyoğlu Belediyesi) then register with the Ministry of Interior in Beirut under Decree 8837/1932 — automatic recognition; (c) Removal of Sect from the ID card (since 2009) — but no court accepts it yet, only useful for foreign marriages.
4) Israeli stamp ban: passports bearing Israeli visa/stamp are prohibited entry to Lebanon under the Boycott Law of 1955 — including Apostilles issued by Israel; foreign documents chained through Israel are rejected on sight. NYC checks chain history.
5) MOFA Beirut Achrafieh hours: Mon–Thu 08:00–13:00, Fri 08:00–11:00 (closed Sat–Sun); Ramadan 09:00–14:00; closed for Christian holidays (Christmas, Easter, Assumption, All Saints) + Muslim holidays (Eid al-Fitr 3 days, Eid al-Adha 4 days, Ashura) + national (Independence 22 Nov, Liberation 25 May, Martyrs 6 May) — 30+ closed days/year, the most of any Arab state.
