The State of Qatar has not signed the Hague Apostille Convention 1961. The Ministry of Foreign Affairs of Qatar (Doha, West Bay) runs a three-stage Tasdiq chain before documents are accepted by the MOI (Metrash2 + Hukoomi e-services), MADLSA (Work Permit + Kafala reform 2020), MOPH (DHP), Sharia Court, and the Qatar Financial Centre Authority (QFCA — separate Common Law jurisdiction).

Work Permit: MADLSA issues the Work Visa under Law 21/2015 (Kafala reform 2020 — workers may change employer without NOC since Sept 2020 + Minimum Wage QAR 1,000/month). Diploma + Police Clearance + Medical, full chain + Arabic; Healthcare/Engineering also need MOPH DHP licence or UPDA evaluation.
