The State of Kuwait has not signed the Hague Apostille Convention 1961. MOFA Kuwait (Mirqab) runs a three-stage Tasdiq chain before documents are accepted by PAM (Work Permit + Kafala), MOI (Civil ID + Residence), MOH (KMC — Kuwait Medical Council), the Family Court (Mahkamat Al-Usra), and MOHE (Equivalency).

Kuwait-specific risks
1) Kafala remains active: unlike Qatar (2020 reform), Kuwait still requires NOC + 3 years with original employer before switching. Domestic Workers fall under separate Law 68/2015.
2) Bidoon issue: ~100,000 stateless residents in Kuwait have no Civil ID — they cannot file with government agencies. NYC checks the spouse/transferee status before accepting work.
