Why Vietnam still requires embassy legalisation
Vietnam has not yet acceded to the 1961 Hague Apostille Convention as of mid-2026. Vietnam's legal framework (Decree 111/2011/NĐ-CP, Circular 01/2012/TT-BNG) requires foreign documents to undergo three-step consular legalisation: origin MFA + Vietnamese Embassy abroad + Cục Lãnh sự (Department of Consular Affairs, MOFA Vietnam) in Hà Nội or Sở Ngoại vụ HCMC before acceptance by Sở Tư pháp (Justice), Sở Lao động (DOLISA), or Sở Kế hoạch và Đầu tư (DPI).
Practical impact: although Thailand acceded on 30 June 2026 (in force for Thailand 28 February 2027), Thai documents bound for Vietnam still require the full chain — an MFA Apostille alone will be rejected by Sở Tư pháp within two weeks. NYC schedules submissions at the Vietnamese Embassy Bangkok (Wireless Road) every Tuesday–Thursday and partners with the Cục Lãnh sự Hà Nội desk for 3–5 business day turnaround.
Five most-requested document types
1) Single-status / divorce certificate + birth certificate — for marrying a Vietnamese national at the provincial Sở Tư pháp (Hà Nội, HCMC, Đà Nẵng) and the TT spouse visa at Cục Quản lý Xuất nhập cảnh.
2) Police clearance — for work permits under Decree 152/2020/NĐ-CP at DOLISA in the province where the employer is registered. Must be issued within the last 6 months.
3) Degree + transcript — for expert/manager work permits at DOLISA or LĐ-class TRC visa as a foreign expert.
4) Power of attorney + memorandum & articles — for FDI / WFOE / representative office registration at DPI under the 2020 Investment Law.
5) Medical certificate — for long-stay TRC and work permits, issued by an MFA-recognised Thai hospital + Legalisation + Embassy chain.

Common pitfalls and how to avoid them
Pitfall 1: Submitting only an MFA Apostille — Sở Tư pháp will reject; the full Embassy + Cục Lãnh sự chain is mandatory.
Pitfall 2: Translating into Vietnamese in Thailand before shipping — Sở Tư pháp accepts only translations notarised by a Vietnamese công chứng viên. Ship the English original with chain intact and translate inside Vietnam.
Pitfall 3: Documents older than 6 months — Police Clearance and medical certificates have strict freshness rules. NYC checks issue dates on every page before embassy submission.
Pitfall 4: English-language police clearances obtained from the Criminal Records Division must first be officially translated by a translator listed at the Department of Consular Affairs before MFA Legalisation; bare English versions are rejected.
