Indonesia: Hague member since 2022
Indonesia signed the Hague Apostille Convention on 5 October 2021 and it entered into force on 4 June 2022, making it the 122nd Contracting Party. The Apostille Authority is the Direktorat Jenderal Administrasi Hukum Umum (AHU) under the Ministry of Law and Human Rights (Kemenkumham) in Jakarta, with provincial kantor wilayah branches in all 34 provinces.
After Thailand acceded on 30 June 2026 (in force for Thailand 28 February 2027), the apostille relationship between the two countries took effect immediately. Thai documents bearing the MFA Apostille (Department of Consular Affairs, Chaeng Wattana) are accepted directly throughout Indonesia. KBRI Bangkok stopped legalising Thai documents in September 2025 — Disdukcapil, Imigrasi, and Kemenaker accept the Apostille directly.
Most-requested document types
KITAS / KITAP (Izin Tinggal): police clearance + birth certificate + medical certificate, submitted to Direktorat Jenderal Imigrasi for temporary or permanent residence cards (6 months–2 years).
IMTA / RPTKA (work permit): degree + transcript + work history + police clearance, submitted to Kementerian Ketenagakerjaan (Kemenaker) under Permenaker 8/2021.
Pencatatan Pernikahan (marriage registration): single-status + birth certificate + Surat Izin Menikah dari KBRI (for Muslim marriages), submitted to KUA for Muslims or Disdukcapil for non-Muslims.
Pendirian PT PMA (foreign company): POA + investor ID + memorandum, submitted to BKPM via the OSS system.
International schooling: transcript + dilegalisir certificates, via Kementerian Pendidikan.
Costs and process
Thai MFA Apostille: THB 200/page + NYC handling THB 800/page = THB 1,000/page; 2 business days.
Penerjemah tersumpah translation in Indonesia: IDR 150,000–400,000 per page (~THB 340–900) in Jakarta, Surabaya, or Bali; 1–3 days.
Government filing fees (Imigrasi/Kemenaker): IDR 750,000–3,500,000 (~THB 1,700–7,900) depending on permit class.
End-to-end KITAS spouse stack (3 documents + translation): THB 5,800–9,500; 5–7 business days including DHL.
Pre-Apostille comparison: the MFA + KBRI + Kemenlu chain used to take 12–18 days at THB 7,500–12,000 — Apostille is 40% cheaper and twice as fast.
Indonesia-specific pitfalls
1) Many Disdukcapil offices are still learning the Apostille system — NYC attaches the HCCH Indonesian-language leaflet with every package.
2) For KUA (Muslim marriages): an additional Izin Kawin from KBRI Bangkok is required alongside the Apostille, per the Compilation of Islamic Law (KHI).
3) Penerjemah tersumpah must be registered with Kemenkumham under UU 5/2024 — translations by uncertified translators are not accepted even with a notary stamp.
4) Freshness: police clearance and single-status ≤6 months, medical certificate ≤3 months.
5) PT PMA filings require BKPM appointments 4–6 weeks in advance — NYC books these via Jakarta partners.
