Permission for foreigners to operate List 2/3 businesses under the Foreign Business Act.
Foreign Business License (FBL) authorizes foreigners to operate businesses reserved for Thais under the Foreign Business Act B.E. 2542. List 1 (prohibited), List 2 (Cabinet approval + 40% Thai shareholding + 2/5 Thai directors), List 3 (DBD Director-General approval). 60-day review; fee 5 THB per 1,000 THB of capital (min 20,000 THB, max 250,000 THB).
Registration steps

- 2Incorporate Thai company
Register a Thai Limited (49/51 or 100% foreign for List 3) before filing FBL.
- 3Prepare business plan + financial projections
3-5 year plan + P&L forecast + technology transfer plan + Thai employment plan.
- 4File FBL with DBD
Foreign Business Committee reviews List 3 in 60 days; List 2 goes to Cabinet.
- 5Receive license + pay fees
Fee = 5 THB per 1,000 THB of capital (min 20K, max 250K). Operations may begin immediately.
