Thai insurance and claim documents for use abroad — 6 cases

Insurance paperwork sits on two different certification tracks. Policies, certificates of cover and settlement letters are private documents issued by insurers licensed under the Non-Life Insurance Act B.E. 2535 or the Life Insurance Act B.E. 2535 and supervised by the Office of Insurance Commission, so they normally need an authorised company signature certified by a Notarial Services Attorney before the state chain will accept them. Supporting records that are genuinely official — a police daily record, a public hospital certificate, a death certificate — follow the ordinary official-document route instead. Each case below lists the documents to prepare, the step order, a pre-filing checklist, practical tips and the common pitfalls.

Insurance Policy & Certificate of Cover

An insurance policy and a certificate of cover are issued by the insurer to the policyholder. When they are used abroad — to support a visa application, an enrolment or an employment file — the receiving party usually asks for an English version signed by an authorised officer, certified to the level that party specifies.

A policy is the evidence of the insurance contract under Book III, Title XX of the Civil and Commercial Code: it names the insured and the insurer and sets out the period, the cover and the exclusions. A certificate of cover is the insurer's summary confirming that the policy is in force for a stated period.

Most receiving parties do not want the whole policy booklet. They want a certificate containing the specific facts they check: the insured's name exactly as in the passport, a period that covers the intended stay, the geographic scope, and the medical or repatriation limits. Confirm those requirements before you ask the insurer to print anything.

Claim Forms & Settlement Letters

Claim forms, decision letters and releases are used to prove the status of a claim to an authority or insurer abroad. All of them are private documents, so signature certification comes first.

A settlement or decision letter states whether the insurer accepts or declines liability and why, by reference to the policy conditions. When the insured moves abroad or holds overlapping cover with a foreign insurer, this is the evidence the other side uses to assess double insurance.

A release or claim receipt has legal effect on the right to claim. Read it before signing, and where it will be used abroad prepare a bilingual version with matching wording to reduce arguments about the scope of the release.

Motor Accidents & Compulsory Motor Insurance

A motor accident file mixes official documents — police daily records, medical certificates — with private ones such as the compulsory motor policy under the Protection for Motor Vehicle Accident Victims Act B.E. 2535 and the loss adjuster's report. The two groups take different certification paths.

The Protection for Motor Vehicle Accident Victims Act B.E. 2535 requires vehicle owners to hold cover for accident victims. This compulsory policy is separate from any voluntary motor cover purchased in addition.

Where the victim is a foreign national or the matter is used abroad, the documents most often requested are the police daily record of the case, medical certificates, treatment receipts, the loss adjuster's report and the settlement letter. Identify clearly which of these are official documents.

Life Insurance & Beneficiary Claims

When a life-insured person dies, a beneficiary abroad must prove the death and the relationship. That file mixes official documents — death certificate, house registration — with the life insurer's own paperwork.

Life insurance is governed by the Life Insurance Act B.E. 2535 and supervised by the OIC. The policy names the beneficiary, and insurers verify that point strictly before paying.

The documents always requested are the death certificate, issued by a registrar under civil registration law, and evidence of relationship such as a marriage certificate, birth certificate or house registration. A beneficiary abroad usually has to send a certified power of attorney back to Thailand.

Health & Travel Insurance for Visa Applications

Many countries require visa applicants to show health or travel cover. The type of cover, the period and the document format are set by that country's visa authority, not by the insurer.

The governing principle is that the document must answer the visa authority's requirement literally: period, geographic scope, type of cover and a name matching the passport. Any mismatch usually leads to a request for more documents or a refusal.

Some countries accept verifiable electronic certificates; others still want a signed and sealed original; some require the insurer to send documents directly to the authority. Check the accepted channel before producing anything.

Corporate & Marine Cargo Insurance

Corporate insurance paperwork — public liability, property, marine cargo policies — is requested in tenders, foreign counterparty due diligence and cargo claims. It needs an authorised signature and certification at the level the counterparty sets.

In tenders and cross-border contracts, counterparties ask for a certificate of insurance naming the insured, any co-insured, the period and the scope. It is a private document, so an authorised signature and notarial certification come before use abroad.

Marine cargo work is tied to trade documents: bill of lading, commercial invoice, packing list. On a loss, the claimant usually has to file insurance and trade documents that agree with each other in every detail.
