Hague Convention status & bilateral history
France ratified the Hague Apostille Convention on 25 November 1964 (effective 24 January 1965). Thailand acceded on 25 November 2023, with treaty obligations effective 14 July 2024. Since that date, every Thai-origin public document destined for any French authority — Mairie (city hall), Préfecture, Consulat de France, OFII, university, court, tax office — needs only the MFA Apostille from Chaeng Wattana. The Embassy of France in Bangkok (Charoen Krung Soi 36, Bang Rak) and the Consulate-General in Phuket (Patak Road) discontinued légalisation of Thai documents on 14 July 2024.

For French-side use, the translation MUST then be redone by a traducteur assermenté inscrit auprès d'une Cour d'Appel française (court-sworn translator at a French Court of Appeal) — Thai translators, even MFA-recognized, are NOT accepted by Mairie, Préfecture, or OFII.

Direction B — French documents to Thailand
French Apostille is issued exclusively by the Cour d'Appel (Court of Appeal) territorially competent for the place where the document was issued. France has 36 Cours d'Appel covering Metropolitan France plus DOM-TOM. Examples: Paris-issued documents → Cour d'Appel de Paris (Île de la Cité); Marseille → Cour d'Appel d'Aix-en-Provence; Lyon → Cour d'Appel de Lyon; Bordeaux → Cour d'Appel de Bordeaux. Apostille is FREE of charge (gratuit) — France is one of the few EU members charging no fee. Turnaround 1-4 weeks depending on Cour d'Appel workload (Paris is fastest at 1-2 weeks, southern courts slower at 3-4 weeks). Postal submission accepted with self-addressed stamped envelope.
After Apostille, French documents are accepted directly by Thai authorities (Amphur, Land Department, Immigration Bureau) with sworn French→Thai translation by an MFA-recognized translator. The Royal Thai Embassy Paris (rue de Brancas, Neuilly-sur-Seine) no longer legalizes French documents post-July 2024 — they redirect applicants to the Cour d'Appel. Mariage civil at Mairie vs PACS — choosing the right path
Mariage civil at Mairie is the traditional civil marriage performed by the Maire or an officier d'état civil at the city hall. Requires: (Thai partner) Apostilled Birth Cert ≤6 months + Single Status ≤6 months + Certificat de Coutume + valid passport + Apostilled and translated police clearance + proof of address; (French partner) Acte de Naissance ≤3 months + Justificatif de Domicile + ID. File submitted at Mairie of either partner's residence (one must be domiciled there 30+ days). Mairie publishes Bans de Mariage (marriage banns) for 10 days. Ceremony scheduled 1-4 months after file completion. Resulting Acte de Mariage automatically grants French spouse the same rights as a French citizen marriage.
PACS (Pacte Civil de Solidarité) is the civil union alternative, available since 1999 to all couples regardless of gender or nationality. PACS is registered at Tribunal d'Instance (or notaire) rather than Mairie. Required documents: passports + Acte de Naissance for both partners + Certificat de Coutume (Thai partner) + sworn statement of no existing marriage + Convention de PACS (a 1-2 page contract specifying joint property regime). No residency requirement, no banns, processing typically 2-6 weeks. PACS grants ~85% of marriage rights (joint tax filing, inheritance simplification, Carte de Séjour Vie Privée et Familiale eligibility) but does NOT automatically grant citizenship rights or full inheritance under intestacy. VLS-TS long-stay visa & Carte de Séjour pipeline
VLS-TS (Visa Long Séjour valant Titre de Séjour) is the standard long-stay visa replacing the former Carte de Séjour issuance for first-time arrivals. Valid for 4-12 months from arrival, it auto-validates as Carte de Séjour upon completion of two mandatory steps within 3 months of arrival in France: (1) online validation at administration-etrangers-en-france.interieur.gouv.fr (€200 timbre fiscal for spouse/family, €60 for student); (2) OFII medical visit (Office Français de l'Immigration et de l'Intégration) — €269 timbre fiscal, chest X-ray + general medical exam + welcome interview, typically scheduled 4-8 weeks after validation.

ENIC-NARIC France (enic-naric.fr) is the official body assessing foreign academic qualifications. For Passeport Talent and certain Cartes de Séjour Salarié, ENIC-NARIC 'Attestation de Comparabilité' is mandatory. Online submission: Apostilled diploma + Apostilled transcript + sworn French translation + passport copy + €70 fee. Processing 4 months online or 2 weeks express (€135). The attestation equates the Thai degree to a French qualification level (e.g. 'comparable à un niveau Bac+5 français — Master'). The Consulat de France Bangkok visa section operates Mon-Fri 08:30-11:30 by appointment via VFS Global (Chamchuri Square, 8th floor, Rama IV). All long-stay visa applications must transit through VFS — direct walk-in at Embassy is no longer accepted for visas. VFS service fee THB 1,000-1,500 per application.
