Critical detail: German Standesämter (~5,400 across the country) operate independently and have varying preferences. German Apostille is issued by either the Bundesverwaltungsamt (Federal Office of Administration, Cologne) for federal-issued documents (Bundespolizei criminal records, federal court rulings, Auswärtiges Amt-issued documents) OR by the relevant Land (state) authority for state/municipal documents. Anabin database & ZAB Zeugnisbewertung
Anabin (anabin.kmk.org) is the German federal database run by the Kultusministerkonferenz (Standing Conference of Education Ministers) that classifies foreign higher education institutions and degrees. Every Thai degree submitted for Blue Card EU, Skilled Worker visa, or German university admission must be checked in Anabin. Thai universities are rated H+ (fully recognized, e.g. Chulalongkorn, Mahidol, Thammasat, Kasetsart, all Mahidol/Chula medical faculties), H+/- (partially recognized — degree may need supplementary assessment), or H- (not recognized — applicant needs ZAB individual assessment).
