Israel: Hague Apostille + Notary

The State of Israel signed the Hague Apostille Convention 1961 on 11 November 1977, with effect from 14 August 1978. Thai MFA-Apostilled documents are accepted directly by Misrad Hapnim (Ministry of Interior — Population & Immigration Authority), Tabu (Land Registry under Ministry of Justice), Rashut HaOchlosin (PIBA — work permit + visa), Beit Din HaRabbani (Rabbinical Court for Jews), and Beit HaMishpat (Civil Court) throughout Israel. Embassy of Israel Bangkok (Ocean Tower, Soi Saladaeng 2) or MFA Jerusalem legalisation is no longer required.

Notaries Law 5736-1976 (Hok HaNotaryonim) Art. 7 + 15 requires foreign documents used in courts / registries / government to carry a Hebrew translation by a Notary Israel authorised by the Ministry of Justice, who also certifies the translation's accuracy. Translations from Thailand are valid at the Apostille step but rejected by Misrad Hapnim, Tabu, Court — Notary Israel in Tel Aviv / Jerusalem / Haifa is required.

Popular documents + use cases

Misrad Hapnim (PIBA): Teudat Zehut (ID Card) for Israeli citizens + permanent residents, Teudat Oleh (for Aliyah under Law of Return 5710-1950), Visa B/1, B/2.

Israel-specific cautions

1) Notaries Law 5736-1976 Art. 7+15 + Notaries Regulations 5737-1977: Notary Israel has fixed tariff — Hebrew translation ILS 246 first page + ILS 195 subsequent pages (2026 update). Notary must be Ministry of Justice-authorised (lawyer with ≥10 years' experience).

2) Rabbinical Courts Jurisdiction Law 5713-1953: marriage in Israel for Jews must go through Beit Din HaRabbani — no civil marriage option. Alternatives: (a) convert to Judaism (Giyur — 6 months – 2 years); (b) marry in Cyprus (Paphos / Larnaca) then register at Misrad Hapnim under Recognition of Foreign Marriages; (c) marry at Embassy of Thailand Tel Aviv (for Thai-Thai couples).

3) Land Law 5729-1969 + Jewish National Fund: ~93% of Israel's land is Israel Land Authority (RMI), leased 49–98 years (not sold), including JNF and State Land. Only ~7% is private land available for foreign purchase. Check Gush/Helka before any transaction.

4) Security Clearance: Thai Police Clearance + Apostille forwarded to Shin Bet for 2–4 week vetting for certain B/1 categories (Hi-Tech, Religious Worker, Researcher). Past convictions / OFAC/EU blacklist = immediate refusal.

5) Sabbath + Jewish Holidays: Israeli government offices close Friday afternoon – Saturday all day (Shabbat) + Yom Kippur, Rosh Hashanah, Pesach, Sukkot, Shavuot — 20+ days/year. NYC checks Hebrew calendar (Hebcal.com) before scheduling Misrad Hapnim / Tabu appointments.

Frequently Asked Questions

Is Israel a Hague Apostille member?

Yes — the State of Israel signed on 11 November 1977 with effect from 14 August 1978. Thai MFA Apostille is accepted directly by Misrad Hapnim (Interior Ministry), Tabu (Land Registry), Beit Din HaRabbani (Rabbinical Court), Beit HaMishpat (Civil Court), and PIBA. Embassy of Israel Bangkok (Ocean Tower 25, Soi Saladaeng 2, Silom) or MFA Jerusalem is no longer required.

How much does Notary Israel cost?

Per Notaries Regulations (Fees) 5739-1978 (2026 update): Hebrew translation ILS 246 first page + ILS 195 pages 2–10 + ILS 95 page 11+ (~THB 2,400 first page, ~THB 1,900 subsequent); signature certification ILS 180; Apostille on Notary doc ILS 35. Fixed tariff — switching notaries does not reduce cost. NYC partners with notaries in Tel Aviv (Rothschild Boulevard), Jerusalem (King George), Haifa (HaNassi).

How do I marry an Israeli citizen?

Rabbinical Courts Jurisdiction Law 5713-1953 requires Jews to marry at Beit Din HaRabbani — no civil marriage. Three inter-faith options: (a) convert to Judaism (Orthodox Giyur 1–2 years / Reform 6–12 months); (b) marry in Cyprus (Paphos/Larnaca) — 1 day, EUR 280 — then register at Misrad Hapnim under Recognition of Foreign Marriages; (c) marry at Embassy of Thailand Tel Aviv for Thai-Thai couples.

Can foreigners buy property in Israel?

Partially — Land Law 5729-1969: ~93% of Israel's land is Israel Land Authority (Reshut Mekarkein Israel), leased 49–98 years (not sold), including Jewish National Fund (KKL) and State Land. ~7% is private land available for foreign purchase. Tabu issues Nesach Tabu (title certificate) — check Gush/Helka before contracting. Mas Rechisha (purchase tax) 5–10% for foreigners (higher than citizens' 0–10% step). Israeli banks may mortgage ~50% of price for foreigners.

How do I get a B/1 Work Permit?

PIBA (Rashut HaOchlosin VeHaHagira) via Israeli employer: (1) Employer needs quota + ILS 10,000 deposit + 3-month Israeli labour test; (2) Diploma + Transcript chain Apostille + Hebrew translation + Notary; (3) Police Clearance ≤6 months chain; (4) Medical Certificate; (5) Passport copy; (6) Shin Bet security check 2–4 weeks. Visa valid 1 year, renewable up to 5 years (Hi-Tech / Researcher / Religious Worker).

What Sabbath / holidays should I watch?

Israeli government (Misrad Hapnim, Tabu, Beit Din, PIBA, Bituach Leumi) operates Sunday–Thursday 08:00–12:00 + selective afternoons; closed Friday afternoon – Saturday all day (Shabbat per Jewish calendar) + Yom Kippur (1 day), Rosh Hashanah (2), Pesach (7), Sukkot (7), Shavuot (1), Yom Ha'atzmaut, Yom HaZikaron — 20+ days/year. NYC checks Hebrew calendar (Hebcal.com) and confirms with Embassy of Israel Bangkok before every appointment — wrong day means lost trip.
