Malaysia: not yet a Hague Apostille party
Malaysia has not acceded to the 1961 Hague Apostille Convention as of mid-2026. The Consular Division at Wisma Putra (MOFA Malaysia) continues to apply the three-step consular legalisation system: origin MFA + High Commission of Malaysia abroad + Bahagian Konsular Wisma Putra in Putrajaya before acceptance by Jabatan Imigresen, Jabatan Pendaftaran Negara (JPN — National Registration), Jabatan Tenaga Kerja (Labour), or Jabatan Pendidikan Tinggi (Higher Education).
Practical impact: even after Thailand's Hague accession on 28 February 2027, Thai documents bound for Malaysia still require the full chain — an MFA Apostille alone will be rejected by Imigresen or JPN at intake. NYC schedules submissions at the High Commission of Malaysia Bangkok (South Sathorn) every Monday–Thursday and partners with Wisma Putra Putrajaya for 3–5 business day turnaround.
Most-requested document types
Employment Pass (EP I/II/III): submitted to ESD (Expatriate Services Division) at MyXpats Centre in Putrajaya, Penang, or Johor with the full-chain degree + transcript + work history.
Dependent Pass (DP10): for spouses and children of EP holders, requires full-chain marriage and birth certificates at ESD.
MM2H: 10-year long-stay programme, requires full-chain bank statements + police clearance + medical certificate at the MM2H Centre Putrajaya.
JPN: for marriage with a Malaysian national, requires full-chain single-status + birth certificate plus a Surat Akuan executed before a Pesuruhjaya Sumpah.
Sijil Akademik: Thai degree equivalence assessed by the Malaysian Qualifications Agency (MQA).

Thai MFA Legalisation: THB 400/page (select Legalisation, not Apostille, for Malaysia) + NYC handling THB 800 = THB 1,200/page; 2–3 days.
High Commission of Malaysia Bangkok: THB 800–1,500 per page + appointment fee THB 200; 5 business days (2-day rush +50%).
Wisma Putra Putrajaya: MYR 20/page (~THB 160) + NYC partner THB 1,200/page; 3–5 business days.
Government filings (ESD/MM2H/JPN): MYR 500–10,000 (~THB 4,000–80,000) depending on category.
End-to-end EP I stack (3 documents): THB 8,500–12,500; 7–12 business days including DHL.
Malaysia-specific pitfalls
1) Official languages are Bahasa Melayu and English — Imigresen, JPN, ESD, and MQA accept English directly, except in some Mahkamah Syariah filings.
2) High Commission of Malaysia Bangkok appointments must be booked 1–2 weeks in advance via eKonsular — NYC books for clients.
3) MM2H 2024 tightened thresholds: Silver MYR 500K deposit + MYR 30K/month, Gold MYR 2M + MYR 50K, Platinum MYR 5M + MYR 50K.
4) JPN marriage: Muslim couples register at Mahkamah Syariah with two Muslim witnesses; non-Muslim couples register at JPN under the Law Reform Act 1976.
5) Freshness: ESD requires police clearance ≤6 months; degrees have no age limit but must match the MQA-recognised qualification.
