Sri Lanka deposited its instrument of accession on 7 August 2024 with effect from 5 January 2025 per HCCH notification. The Ministry of Foreign Affairs of Sri Lanka acts as Competent Authority for issuing and verifying Apostilles at Republic Building, Colombo 01.

Operational impact: from 28 February 2027 (Thailand's effective date) onward, Thai documents bound for Sri Lanka require only a Thai MFA Apostille. The Department of Immigration & Emigration (Battaramulla), Registrar General Department (civil registry), and the University Grants Commission have refused Sri Lankan Embassy Bangkok consular legalisation since February 2025.

Sri Lanka-specific pitfalls

1) Pre-5 Jan 2025 filings used consular legalisation: MFA + Embassy of Sri Lanka Bangkok (Sukhumvit 32) + MOFA Colombo. Documents already filed under the old chain remain valid; new filings use Apostille only.

2) Language: Sinhala and Tamil are official under Article 18 of the Constitution; English is the link language under Article 18(3) and accepted by every central authority. Pradeshiya Sabha and Divisional Secretariats may request a Sinhala/Tamil sworn translation.

3) Freshness: RGD requires single-status / divorce ≤6 months; DIE requires Police Clearance ≤3 months.

How long does UGC equivalence assessment take?

The University Grants Commission (Ward Place, Colombo 07) assesses Thai bachelor's / master's degrees in 4–6 weeks for LKR 5,000 (~THB 500). Submit the Apostilled Thai MFA degree + transcript originals via DHL with the UGC application form available at ugc.ac.lk.

Is Sinhala or Tamil translation required?

Usually not. Central authorities (DIE, RGD, UGC, BOI, EPF) accept English directly under Constitution Article 18(3). Pradeshiya Sabha and some Divisional Secretariats may request a Sinhala/Tamil sworn translation done in Sri Lanka by a Swearing Officer at LKR 500–1,500/page.

Can a Thai Will be used for Probate in Sri Lanka?

Yes. The Wills Ordinance 1844 of Sri Lanka recognises foreign Wills executed under the law of the country of execution. A Thai Will executed before a Thai Notary Public + MFA Apostille can be filed directly with the Colombo District Court for Probate. Local counsel fees LKR 75,000–250,000.
