Apostille — single Thai-side step accepted by every Norwegian authority
The Kingdom of Norway acceded to the Hague Apostille Convention on 30 May 1983, with effect from 29 July 1983. With Thailand's accession on 28 February 2027, the Royal Norwegian Embassy in Bangkok will cease all Thai-document legalisation. The Thai MFA Apostille is the sole Thai-side authentication accepted by Utlendingsdirektoratet (UDI, Oslo), Skatteetaten (folkeregister), NOKUT (Lysaker), Helsedirektoratet, every tingrett, Brønnøysundregistrene, and NAV.
Reverse direction: Norwegian public documents destined for Thai use receive an Apostille from the County Governor's office (Statsforvalteren) of the issuing district — most commonly Statsforvalteren i Oslo og Viken for documents issued in the Oslo region. Royal Thai Embassy Oslo will no longer attest Norwegian documents from 28 February 2027.
Sworn translation — statsautorisert translatør and the Translatøreksamen
Sworn translations for Norwegian authorities must be produced by a statsautorisert translatør — a translator who has passed the Translatøreksamen state examination administered by the Norwegian School of Economics (NHH) in Bergen. The translator's stamp carries the state authorisation seal and language pair. Norway maintains a public register on the NHH website. Thai-side sworn translations, even those certified by the Thai MoJ, are not accepted by Norwegian authorities even with Apostille.

UDI family immigration, skilled work, and D-number/fødselsnummer
Thai applicants for family immigration (familieinnvandring) with a Norwegian citizen/permanent resident, skilled worker permit (faglært arbeidstaker), or study permit file through the UDI portal with biometric capture at VFS Global Bangkok. Required: Apostilled birth certificate + Apostilled criminal record (≤3 months) + Apostilled marriage certificate (for spouses) + Apostilled degree (for skilled work) + sworn Norwegian translation + Norwegian sponsor's documents from Folkeregisteret.
Upon arrival, the Thai national reports to the police within 7 days, then visits Skatteetaten for a D-number (temporary, 11-digit) or a fødselsnummer if residence will exceed 6 months. NOKUT, Helsedirektoratet, and regulated-profession recognition
NOKUT (Nasjonalt organ for kvalitet i utdanningen) issues recognition of foreign higher education in 3–5 months for completed degrees, free of charge. Required: Apostilled degree + Apostilled transcript + sworn Norwegian or English translation. NOKUT's general recognition statement is accepted by NAV, universities, and most public-sector employers. Healthcare professionals (leger, sykepleiere, tannleger, farmasøyter, fysioterapeuter, jordmødre) apply to Helsedirektoratet for autorisasjon.
Helsedirektoratet requires Apostilled degree + Apostilled transcript + Apostilled Thai professional registration + Apostilled good standing + sworn Norwegian translation + Norwegian language test (Bergenstesten B2/C1 medical) + fagprøve (professional knowledge test) + 6 months supervised practice for non-EU/EEA applicants.
