South Africa: Hague Apostille party
South Africa acceded to the 1961 Hague Apostille Convention with effect from 30 April 1995 under the Hague Convention on the Legalisation of Foreign Public Documents Act 8 of 1996, and Thailand acceded on 30 June 2026 (in force for Thailand 28 February 2027). Thai MFA Apostille is accepted directly by South African authorities. The South African Embassy in Bangkok (Sathorn) ceased legalisation services in 1995.
Apostille is issued by the Department of International Relations and Cooperation (DIRCO) in Pretoria for all document types under Act 8/1996. Every Department of Home Affairs (DHA), CIPC (Companies and Intellectual Property Commission), SARS (Revenue Service) and SAQA (South African Qualifications Authority) accepts the Apostille directly.
Most-requested document types
Spouse Visa (Section 11(6)): spouse of a citizen or permanent resident applies at the Department of Home Affairs with apostilled Marriage Certificate + Police Clearance + Medical Report under Immigration Act 13/2002.
Critical Skills Work Visa: work visa for occupations on the Critical Skills List (IT, engineering, healthcare) — requires apostilled Diploma + Transcript + SAQA Certificate of Evaluation.
CIPC Company Registration: foreign company (Pty Ltd / External Company) at CIPC with apostilled Power of Attorney + Articles of Association under Companies Act 71/2008.
SARS Tax Number: tax registration at South African Revenue Service with apostilled passport + Visa + Proof of Address.
SAQA Evaluation: foreign qualification evaluated against the NQF (National Qualifications Framework) — mandatory before applying for professional registration or government posts.
Costs and timelines
Thai MFA Apostille: THB 400/page + THB 800 handling = THB 1,200/page; 2–3 business days.
English translation by MFA-registered Thai translator: THB 500–700/page — DHA, CIPC and SARS accept it directly without a sworn translator in South Africa.
DHL Express to Pretoria/Cape Town/Johannesburg: THB 3,000–4,000; 4–6 business days.
Destination fees: Spouse Visa ZAR 1,775 (~THB 3,500), Critical Skills ZAR 1,775, CIPC company ZAR 175–475, SAQA Evaluation ZAR 1,012 (~THB 2,000).

South Africa-specific pitfalls
1) DHA processing times are long — Spouse Visa 8–12 weeks, Critical Skills 8–10 weeks. Apply early; while waiting, applicants must hold Section 22 (asylum) or leave the country before visa expiry.
2) Unabridged Birth/Marriage Certificates are mandatory for children <18 entering South Africa — Thailand does not issue 'unabridged' versions directly. NYC submits the birth certificate + household registration + marriage certificate as a full apostilled, English-translated set.
3) SAQA Evaluation takes 4–6 months — submit Diploma + Transcript with Apostille + English translation via the online portal; fee ZAR 1,012.
4) The Critical Skills List was updated in 2022/2024 — confirm occupation code (DPSA OSF) before filing; excluded occupations cannot use Critical Skills and must use the harder General Work Visa (DOL Recommendation).
5) Thai Police Clearance must carry the Apostille + be ≤6 months old (Immigration Regulation 9(3)) + include Police Clearance from every country where the applicant lived >12 months since age 18.
