Thai vehicle and driving licence documents for use abroad — 6 cases

Vehicle paperwork splits into two layers. Official records issued by a registrar of the Department of Land Transport under the Motor Vehicle Act B.E. 2522 and the Land Transport Act B.E. 2522 — the driving licence, the international driving permit and the vehicle registration book — and private paperwork such as a power of attorney to transfer a vehicle, a motor insurance policy or an accident record, which normally passes through a Notarial Services Attorney first. Each layer follows a different certification chain before it works abroad. Each case below lists the documents to prepare, the step order, a pre-filing checklist, practical tips and the common pitfalls.

Thai Driving Licence

A Thai driving licence is issued by a registrar of the Department of Land Transport under the Motor Vehicle Act B.E. 2522. To use it abroad — to exchange it for a local licence or to support a car rental — most destinations require a translation and the level of certification they specify.

A Thai driving licence is an official document showing the vehicle classes the holder may drive, the issue and expiry dates, the licence number and the national ID number. A destination authority reads three things: who the holder is, what they are licensed to drive, and whether the licence is still valid. If a translation blurs any of those, the file stalls at the counter.

The common confusion is between a driving licence and an international driving permit. The first is the right to drive in Thailand under Thai law. The second is a permit in the form set out in the road traffic conventions, issued to a holder of a valid Thai licence, and it is always used together with the Thai licence — never as a substitute for it.

International Driving Permit

An international driving permit is issued by the Department of Land Transport in the format of the Geneva 1949 and Vienna 1968 road traffic conventions. It is used together with a valid Thai driving licence when driving in a country that is a party to the relevant convention.

An international driving permit is not a second licence. It is a standard-format document that renders the information on the issuing country's licence into a form officials elsewhere can read. The holder must always carry the Thai licence as well; carrying the permit alone is treated as incomplete documentation in many countries.

Two conventions are in use worldwide: Geneva 1949 and Vienna 1968. Which format a destination accepts depends on which convention that country is a party to. Applying for the wrong format leaves you with a validly issued document that the destination will not accept, so confirm the required format before filing with the Department of Land Transport.

Vehicle Registration Book

A vehicle registration book is issued by the registrar under the Motor Vehicle Act B.E. 2522 and records the vehicle details, chassis and engine numbers, and the name of the owner or possessor. It supports sales, export formalities and proof of assets abroad.

The registration book is a registration record rather than an absolute title deed. It can name the owner and the possessor separately — for example, a finance company holds ownership during a hire-purchase term. That distinction matters abroad, because the reader is deciding who may dispose of the vehicle.

Recipients scrutinise the chassis number, engine number, make and model, year of registration and transfer history. The translation must reproduce every character exactly. One wrong digit in a chassis number gets the file returned, and in an export matter it can disrupt the entire customs formality.

Power of Attorney for Vehicle Matters

A vehicle power of attorney is used when an owner abroad needs someone in Thailand to act — to transfer ownership, pay annual tax, move the registration or request a replacement book. It is a private document, so signature certification comes first before the state certification chain.

The heart of a vehicle power of attorney is the precision of the mandate: identify the vehicle by registration, chassis and engine number, state exactly which acts are authorised, and name the attorney. Draft it too widely and the registrar may refuse it; too narrowly and the attorney cannot finish the job in one visit.

When the principal is abroad, the signature must be certified by a body Thai agencies accept — typically a Royal Thai Embassy or Consulate, or a local notary public followed by the certification chain that makes it usable in Thailand. Conversely, if the principal signs in Thailand for effect abroad, a Notarial Services Attorney provides the first layer.

Motor Insurance and Accident Records

Motor insurance paperwork — compulsory cover under the Protection for Motor Vehicle Accident Victims Act B.E. 2535, voluntary policies, no-claim confirmations and police daily records — is the set used to prove driving history or to pursue a cross-border claim.

This group comes from two sources. The first is the insurer, which issues the policy, the schedule and confirmations of claims history or no-claim discount. The second is the state — police daily records or investigation files where an accident occurred. The two travel different certification routes, so sequence them correctly from the start.

Compulsory insurance under the Protection for Motor Vehicle Accident Victims Act B.E. 2535 covers death and bodily injury to accident victims, while voluntary cover is a contract between the insured and the insurer on the policy's own terms. Explain the difference plainly to a foreign reader, because the scope of protection is not the same.

Vehicle Import and Export Documents

Importing a vehicle into Thailand or exporting one requires customs formalities under the Customs Act B.E. 2560, together with Department of Land Transport registration documents and the destination country's own import conditions.

Three parties must line up: the Customs Department controlling import and export formalities, the Department of Land Transport holding the registration record, and the destination authority setting import conditions. When the three sets disagree, the consignment sits at the border and storage costs accrue.

The data that must match across every document are the chassis number, engine number, make, model, year of manufacture and owner's name. Commonly requested extras are proof of acquisition — a sale contract or commercial invoice — and evidence of duties paid. Use one translation set throughout so two versions of the facts never exist.
