Apostille — single Thai-side step accepted across all three communities
The Kingdom of Belgium acceded to the Hague Apostille Convention on 11 December 1975, with effect from 9 February 1976. With Thailand's accession on 28 February 2027, the Embassy of Belgium in Bangkok will cease all Thai-document legalisation. The Thai MFA Apostille from the Department of Consular Affairs at Chaeng Wattana is the sole Thai-side authentication accepted by the Office des Étrangers/Dienst Vreemdelingenzaken (OE/DVZ, Brussels), every commune/gemeente for état civil/burgerlijke stand transcription, INAMI/RIZIV for healthcare, NARIC-Vlaanderen, ENIC-Naric Wallonia, and every tribunal de première instance/rechtbank van eerste aanleg.
Reverse direction: Belgian public documents destined for Thai use receive an Apostille from the SPF Justice/FOD Justitie e-Legalization portal (online), or from the Federal Public Service Foreign Affairs Legalisation Service (Brussels) for documents not covered by the e-portal. Royal Thai Embassy Brussels will no longer attest Belgian documents from 28 February 2027.
Sworn translation — traducteur juré/beëdigd vertaler national register
Since the 2019 reform, sworn translations for Belgian authorities must be produced by a traducteur juré (French) / beëdigd vertaler (Dutch) / vereidigter Übersetzer (German) registered in the Belgian national register of sworn translators and interpreters (registre national/nationaal register), maintained by the Federal Public Service Justice. The translator's stamp carries the national register identification number and must include the translator's electronic signature for documents submitted to digital portals (e.g., e-Legalization, e-Lawyer).

The choice of language (French, Dutch, or German) follows the official language of the receiving authority — commune in Brussels accepts either French or Dutch, while a commune in Flanders requires Dutch and a commune in Wallonia requires French.
Office des Étrangers/DVZ family reunification, commune transcription, and BIS-number
Thai applicants for family reunification (regroupement familial/gezinshereniging) with a Belgian citizen/permanent resident, single-permit (worker), or study visa apply through the Embassy of Belgium in Bangkok with biometric capture at VFS Global. Required: Apostilled birth certificate + Apostilled criminal record (≤6 months) + Apostilled marriage certificate (for spouses) + Apostilled degree (for workers) + sworn French/Dutch translation + Belgian sponsor's certificate of composition de ménage from commune.
Upon arrival, the Thai national declares arrival at the commune within 8 days for inscription on the registre des étrangers/vreemdelingenregister, receives a BIS-number (or numéro national once permanent), and collects the residence permit card (carte A/B/F/F+). Commune transcription of a Thai marriage into the Belgian civil register requires the Apostilled marriage certificate plus sworn translation in the commune's official language. INAMI/RIZIV, NARIC, ENIC-Naric, and regulated-profession recognition
Healthcare professionals (médecins/artsen, infirmiers/verpleegkundigen, dentistes/tandartsen, pharmaciens/apothekers, kinésithérapeutes/kinesitherapeuten, sages-femmes/vroedvrouwen) register with INAMI/RIZIV for reimbursement and with the SPF Santé Publique/FOD Volksgezondheid for visa de pratique. Required: Apostilled degree + Apostilled transcript + Apostilled Thai professional registration + Apostilled good standing + sworn French/Dutch translation + B2 language proficiency + commission de reconnaissance review. Processing 12–24 months for non-EU/EEA applicants.
Academic recognition is community-based: NARIC-Vlaanderen (Brussels, Flemish Community) for degrees used in Flemish-speaking Belgium, ENIC-Naric Wallonia (Bruxelles, French Community) for French-speaking Belgium, and DGOV (Eupen) for the German-speaking Community. Fees €90–180 for general recognition, €300–520 for specific recognition (toelating tot beroep/reconnaissance spécifique). Processing 2–4 months.
