Apostille — single Thai-side step accepted nationwide
The Kingdom of the Netherlands acceded to the Hague Apostille Convention on 8 October 1965, ratifying it one of the earliest in Europe. With Thailand's accession on 28 February 2027, the bilateral document chain is fully Apostille-based. The Royal Netherlands Embassy in Bangkok will cease all Thai-document legalisation as of 28 February 2027; the Thai MFA Apostille from the Department of Consular Affairs at Chaeng Wattana is the sole Thai-side authentication accepted by Immigratie- en Naturalisatiedienst (IND), every Gemeente, BIG-register, Nuffic, DUO, Rechtbank, Belastingdienst, and Kamer van Koophandel.
Reverse direction: Dutch public documents destined for Thai use receive an Apostille from the Court of First Instance (Rechtbank) of the issuing district — Rechtbank Den Haag for documents issued in The Hague, Rechtbank Amsterdam for Amsterdam, etc. Royal Thai Embassy The Hague will no longer attest Dutch documents from 28 February 2027.
Sworn translation — beëdigd vertaler in the Rbtv register
Sworn translations for Dutch authorities must be produced by a beëdigd vertaler (sworn translator) sworn in before a Rechtbank and registered in the Register beëdigde tolken en vertalers (Rbtv), maintained by Bureau Wbtv. The translator's stamp carries the Wbtv registration number and language pair. Thai-side sworn translations — even those certified by the Thai MoJ — are not accepted by Dutch authorities, even with Apostille.

IND MVV/TEV, Gemeente BRP, and the highly-skilled migrant route
Thai applicants for an Authorization for Temporary Stay (MVV) and residence permit (TEV — Toegang en Verblijf) — for family reunification, highly-skilled migrant (kennismigrant), study, or self-employment — file via the IND online portal with biometric capture at VFS Global Bangkok. Required: Apostilled birth certificate + Apostilled criminal record (≤6 months) + Apostilled marriage certificate (family reunification) + Apostilled degree + Nuffic Diploma Evaluation + sworn Dutch translation of all Thai documents.
Upon arrival, the Thai national registers at the Gemeente (municipality) of intended residence within 5 days, receives a BSN (citizen service number), and collects the biometric residence card. Gemeente accepts the Apostilled originals and sworn Dutch translations for BRP (Basisregistratie Personen) entry. BIG-register, Nuffic, NVAO and regulated-profession registration
Healthcare professionals (artsen, verpleegkundigen, tandartsen, apothekers, fysiotherapeuten, verloskundigen) register with the BIG-register (Beroepen in de Individuele Gezondheidszorg) maintained by CIBG (Den Haag). Required: Apostilled degree + Apostilled transcript + Apostilled Thai professional registration + Apostilled good standing + Nuffic evaluation + Algemene Kennis- en Vaardigheidstoets (AKV) language test + Beroepsinhoudelijke Toets (BI-toets). Processing 12–18 months. NYC handles the Thai-side stack in 10–14 business days.
Nuffic Diploma Evaluation is required by most Dutch employers, IND for highly-skilled migrant route, DUO for teacher registration, and UWV for labour-market access. Required: Apostilled degree + Apostilled transcript + sworn Dutch/English translation. Fee €148 standard (8 weeks), €246 expedited (4 weeks). NVAO (Accreditatieorganisatie van Nederland en Vlaanderen) handles institution-level accreditation, not individual diplomas.
