PA West Bank vs Hamas Gaza

Palestinian Authority (PA, Ramallah-based since Oslo II 1995) is UN/Arab League/OIC-recognised — issues Palestinian Authority passport (dark brown), Civil Registry, MOFA Ramallah (al-Bireh, near the Muqata'a).

Hamas (Gaza-based since the Battle of Gaza, Jun 2007) issues separate Gaza Civil Registry entries, but no Hamas passport (it still uses the PA passport). After the Oct 2023 – Mar 2026 hostilities, ~40% of Gaza Civil Registry records were lost.

Documents used inside Israel additionally need COGAT (Coordinator of Government Activities in the Territories) coordination — Israel does not recognise PA Apostille directly.

Hague Apostille — but Israel does not accept

The State of Palestine joined the Hague Apostille Convention on 14 Apr 2015 (Special Member status). Thai MFA Apostille is accepted directly by PA MOFA Ramallah + Civil Registry PA + Sharia Court PA + PA Bar Association.

Israel does not recognise Palestinian Apostille (Israel does not recognise State of Palestine status). Documents used in Israel must go through Israeli MFA Authentication + a COGAT permit.

Workaround: Dual Apostille (Thai MFA + Israeli MFA in parallel) for documents used on both sides.

Embassy of the State of Palestine Bangkok is at Sukhumvit 31 (Soi Sawasdee, 600 m from BTS Phrom Phong), open Sun–Thu 09:00–14:00 (closed Eid/Ramadan).

Accepts Tasdiq directly — USD 30/doc (Personal Status), USD 75/doc (Commercial), USD 150 (Power of Attorney), 3–7 business days.

Required: original + Thai MFA Apostille (since 25 Jan 2025) + Arabic Sworn Translation + 1 copy.

Are Gaza Civil Registry records from 2023–2026 still usable?

Partially — about 40% of Hamas Civil Registry Gaza records were lost during Oct 2023 – Mar 2026 (UN OCHA estimate). Records issued before Oct 2023 remain usable via PA MOFA Ramallah cross-verification. Records issued in Gaza after Oct 2023 typically need re-issuance via PA Civil Registry Ramallah — 2–6 months. NYC checks issue date before accepting work.

How do Areas A / B / C differ?

Oslo II (1995) split the West Bank into three zones: Area A (18% — full PA control, Ramallah/Nablus/Jenin/Hebron H1), Area B (22% — PA civil + Israeli security, ~440 villages), Area C (60% — full Israeli control, including settlements + IDF zones). Documents used in Areas A/B accept PA MOFA Apostille. Area C requires Israeli MFA + COGAT permit. East Jerusalem (Israel-annexed 1967, UN-unrecognised) uses Israeli MOI civil registry.
