Two governments — Tripoli vs Tobruk
Government of National Unity (GNU, Tripoli-based since Mar 2021 under the LPDF agreement) is the UN-recognised government — issues GNU passport (dark green + biometric chip), Civil Registry, MOFA Tripoli (Sikkat al-Madakhel).
House of Representatives (HoR, Tobruk-based since 2014) + Libyan National Army (LNA Haftar) controls Cyrenaica (Benghazi, Tobruk, Derna) plus part of Fezzan — operates a parallel MOFA Benghazi that the UN does not recognise.
NYC only accepts GNU documents. Civil registry entries issued in Benghazi/Tobruk after 2014 may need to be re-issued at the Tripoli Civil Registry first.

OFAC Libya Sanctions (SDN list ~20 names, mostly the Gaddafi family + LIA officials) + UN SCR 1970 (2011) Asset Freeze + Arms Embargo + UK Libya Sanctions Regulations 2020 + EU Regulation 204/2011.
Declined: Saif al-Islam Gaddafi, Aisha Gaddafi, Mutassim Gaddafi estate, Libyan Investment Authority (LIA frozen assets), Khalifa Haftar inner circle (Saddam Haftar, Belgassim Haftar).
Ordinary civilian Personal Status work is acceptable, settled in EUR via European banks, never USD.
Cairo + Tunis routing
Embassy of Libya Bangkok closed in 2014. Primary route: Embassy of Libya Cairo (Garden City, near Tahrir) — DHL → Cairo → MOFA Tripoli Tasdiq via MOFA Egypt liaison → DHL back, 18–30 days, THB 16,000–22,000.
Alternative Tunis: Embassy of Libya Tunis (Les Berges du Lac) for documents used in Western Libya (Tripoli, Misrata, Zawiya) — faster at 14–25 days, THB 18,000–25,000.
Route 3 (direct Tripoli): Tripoli partner (Hay al-Andalus) walks MOFA Tripoli + Ministry of Justice + Sharia Court — 30–50 days, reserved for high-value contract / property matters.
