Yemen has two governments — ROYG (Aden, UN-recognised) and Houthi (Sana'a, not recognised). The chain depends on which government issued the document.

Two governments — which chain to use

Republic of Yemen Government (ROYG, Aden-based since 2015) is UN/Arab League/GCC-recognised — issues ROYG passport (dark green), Civil Registry, MOFA Aden. Documents are used in Aden, Hadhramaut, Marib, Taiz, Lahj, Abyan, Shabwa.

Houthi (Ansar Allah, de facto Sana'a-based since 2014) controls Sana'a, Hodeidah, Saada, Amran, Hajjah and issues Houthi passport (UN-unrecognised). Houthi-MOFA documents are not legalised by any state except Iran.

NYC only accepts ROYG documents — Houthi-issued work is declined under UN SCR 2216 (2015) arms embargo + asset freeze on Houthi leadership (Abdul-Malik al-Houthi, Saleh al-Sammad, etc.).

Sanctions screening

OFAC Yemen-Related Sanctions (SDN list ~30 names) + UN SCR 2140 (2014) + UK Yemen Sanctions Regulations 2020 + EU Council Decision 2014/932/CFSP.

Declined: Houthi military/political leaders, the Saleh family (Ahmed son of Ali Abdullah Saleh), the Iranian IRGC-Quds Force support network, Yemen Bank for Reconstruction & Development.

Ordinary ROYG civilian Personal Status work falls outside sanctions scope.

Riyadh + Cairo routing

Embassy of Yemen Bangkok closed permanently in 2015 (civil war). Primary route is Embassy of Yemen Riyadh (Diplomatic Quarter, Saudi Arabia): DHL Bangkok → Riyadh → MOFA Aden Tasdiq via MOFA Saudi liaison → DHL back, 21–35 days, THB 15,000–22,000.

Alternative Cairo: Embassy of Yemen Cairo (Garden City) is faster (12–18 days) but pricier (THB 18,000–25,000) including EgyptAir cargo.

Direct Aden not recommended — FCDO Red travel advisory + Aden Airport limited to Yemenia Airlines via Cairo/Amman.

Cost and timeline

Standard 5-doc set: THB 15,000–28,000 including MFA Thailand + 2× DHL Bangkok-Riyadh + Embassy fee SAR 75–250/doc + Aden/Riyadh Arabic Sworn Translation + partner handling.

Timeline 21–45 days, sensitive to Saudi-Houthi ceasefire status, Hajj season (Jun–Jul), and Ramadan.

Can you legalise Yemen documents from Thailand?

Yes for ROYG (Aden-based) documents via the Embassy Riyadh route, 21–35 days, THB 15,000–28,000 per 5-doc set. Houthi (Sana'a) documents are declined under UN SCR 2216 arms embargo + OFAC Yemen Sanctions Program. NYC checks passport series (ROYG green vs Houthi) and Civil Registry origin before accepting any case.

When will the Yemen Embassy in Bangkok reopen?

Not planned. It closed in 2015 after the civil war and Saudi-led intervention; ROYG has no budget to reopen its Thailand mission. Use Embassy Riyadh (Diplomatic Quarter) or Cairo (Garden City) — both accept Thai documents after MFA Apostille/Legalisation.

Can a Houthi-issued passport be legalised?

No. The UN/Arab League/GCC/EU/US do not recognise Houthi-issued passports (post-2014 Sana'a series); destination embassies and MOFAs reject legalisation automatically. Clients on a Houthi passport must obtain a new ROYG passport at an ROYG Embassy first (Aden/Riyadh/Cairo) — 3–6 months + Citizenship Verification.

How does Yemen Personal Status Law work?

Personal Status Law 20/1992 (Sharia-based, Shafi'i in the south / Zaydi in the north) — Marriage Age min 15 (2017 reform), polygamy ≤4 wives + first-wife permission, divorce via husband-initiated talaq, wife via khula or Aden Family Court. Inter-faith: Muslim man + kitabiyya allowed; Muslim woman + non-Muslim banned. Child Custody (hadana) until boys 9 / girls 12.
