Russia: Hague Apostille + Notariat
The Russian Federation signed the Hague Apostille Convention 1961 on 4 September 1991 and the Convention entered into force for Russia on 31 May 1992 — inheriting USSR's membership. Thai MFA-Apostilled documents are accepted directly by ZAGS (Civil Registry), Rosreestr (Federal Service for State Registration of property), FNS (Federal Tax Service for INN — Individual Tax Number), MVD (Ministry of Internal Affairs for migration), and Notariat across the Russian Federation. No need to route through the Embassy of Russia Bangkok (North Sathorn Road) or MID Moscow.
Fundamental Notarial Law 4462-1 (11 February 1993) Article 81 requires that foreign documents used in Russia carry a Russian translation by a sworn translator (perevodchik) with Notarius (Notary Russia) certifying the translator's signature. Thai translations are accepted at the Apostille stage but rejected by ZAGS, Rosreestr, and courts — re-translation in Moscow / Saint Petersburg / Vladivostok is mandatory.

ZAGS (Civil Status Acts Registry): marriage, birth, adoption under Family Code 223-FZ/1995 — requires apostilled Single Status + birth certificate + Russian Sworn Translation + Notarius.
Rosreestr: property registration. Foreigners may purchase residential property but are barred from agricultural land (Land Code 136-FZ/2001 Art. 3) and border/closed zones (Presidential Decree 26/2011).
FNS INN: tax ID issued by district Inspectorate. Required for opening Sberbank/VTB accounts, registering OOO companies, and transactions ≥RUB 600,000 (Federal Law 115-FZ AML).
Notariat (POA, Wills): under Law 4462-1/1993. POAs for property sale, inheritance, or legal representation are valid up to 3 years (default 1 year).
MVD Migration Card + Patent: required for Visa-required nationals (Thai citizens need Patent renewed quarterly). Uses apostilled Diploma + Police Clearance + Russian Translation.

Thai MFA Apostille: THB 400/document + handling THB 800 = THB 1,200/document, 2–3 business days.
DHL Bangkok → Moscow (DME/SVO): THB 2,500–3,800/parcel, 4–6 business days (watch Sheremetyevo customs during holidays).
Russian Sworn Translator (Moscow): RUB 800–2,500/page (~THB 320–1,000), 3–5 business days.
Notarius: RUB 1,000–3,500/document (~THB 400–1,400) for certifying translator's signature.
End-to-end ZAGS Marriage + INN: THB 5,500–8,500/set, 12–18 business days.
Russia-specific cautions
1) Law 4462-1/1993 mandates Russian Translation + Notarius — translations done in Thailand only cover the Apostille step. All ZAGS / Rosreestr / Court submissions need re-translation in Russia. NYC partners with Notariat offices in Moscow (Tverskaya) and Saint Petersburg (Nevsky Prospekt).
2) Family Code 223-FZ Art. 156 prohibits polygamy — Thai Single Status / divorce ≤6 months + Apostille required. ZAGS registers at Wedding Palace or district ZAGS, госпошлина RUB 350 + ceremonial fee RUB 5,000–25,000.
3) Land Code 136-FZ Art. 3, 22, 27: foreigners may own residential buildings but not agricultural land. Border / strategic zones (Presidential Decree 26/2011) including Kaliningrad, Sakhalin, Primorye, Murmansk, Krasnodar Krai (Krasnaya Polyana) are off-limits. Check kadastrovy nomer first.
4) Federal Law 115-FZ (AML) requires source-of-funds disclosure for transactions ≥RUB 600,000 (~THB 250,000). Foreigners need INN + Migration Card + Notarized POA (if not present in Russia).
5) Sanctions risk: post-February 2022, OFAC SDN List + EU sanctions exclude Sberbank, VTB, Alfa-Bank, Gazprombank, Promsvyazbank from SWIFT. NYC recommends Tinkoff or Raiffeisenbank (non-sanctioned as of July 2026), MIR/UnionPay cards, or CNY transfers via China Construction Bank Russia for large transactions.
