The triple-attestation chain — no shortcuts
The United Arab Emirates is not a party to the Hague Apostille Convention. Thai documents destined for use in the UAE must pass the full triple chain: (1) Thai Ministry of Foreign Affairs Legalisation (Department of Consular Affairs, Chaeng Wattana) — THB 200/400 per page, 2–3 business days; (2) UAE Embassy Bangkok attestation at the Consular Section, Sathorn — fee THB 1,500–4,500 per document depending on category, processing 5–7 business days; (3) MOFAIC (Ministry of Foreign Affairs and International Cooperation) attestation at the Customer Happiness Centre in Abu Dhabi, Dubai, Sharjah, or Ras Al Khaimah — AED 150 per document, 1–3 business days.
Thailand's accession to the Hague Apostille Convention on 28 February 2027 does not change the UAE requirement: only documents going to Hague member states benefit from Apostille. UAE remains a non-member, and an Apostille alone is rejected by MOHRE, MOHESR, DHA, HAAD, KHDA, ADJD, and DED.
Arabic translation inside UAE — Ministry of Justice licensed
Once the Thai document arrives in the UAE with the triple-chain attestations, the next step is Arabic translation by a translator licensed by the UAE Ministry of Justice (MoJ). The licensed translator's seal carries the MoJ licence number and category (English-Arabic, Thai-Arabic for direct Thai-Arabic). Translations done in Thailand — even by sworn translators with MFA stamp — are not accepted by UAE authorities for visa, work permit, or court use.

MOHRE work permits and DHA/HAAD healthcare licences
Thai professionals taking up employment in the UAE need their academic credentials attested for MOHRE (Ministry of Human Resources and Emiratisation) work permit issuance. Required: Apostille-equivalent triple chain on the Bachelor's degree + transcript + (for regulated professions) professional certificate. MOHRE classifies workers by skill level (Level 1 highest) — Level 1 requires Bachelor's; Level 2 requires Diploma; Level 3 requires high school.
Healthcare professionals (doctors, nurses, pharmacists, physiotherapists) further apply for DHA (Dubai Health Authority), DOH-AD (Abu Dhabi Department of Health, formerly HAAD), or MOH (Ministry of Health and Prevention for other emirates) professional licences via DataFlow primary-source verification. Required: triple-chain attested degree + transcript + experience certificate + good standing certificate from Thai Medical/Nursing Council + DataFlow report (AED 700–1,200 per report). MOHESR equivalency and KHDA school enrolment
Thai academic degrees used for higher study or for federal-employment purposes require MOHESR (Ministry of Higher Education and Scientific Research) Certificate of Equivalency. Required: triple-chain attested degree + transcript + Arabic translation by MoJ-licensed translator + MOHESR online application. Standard fee AED 1,000 per certificate, processing 30 business days.
Children of Thai expatriates enrolling in KHDA-regulated schools in Dubai (or ADEK in Abu Dhabi) submit triple-chain attested birth certificates and previous school transcripts with Arabic translation. KHDA does not require MOHESR equivalency for school transcripts — direct attestation chain suffices.
