Apostille replaces Italian Embassy legalisation
Italy ratified the Hague Apostille Convention in 1978. With Thailand's accession effective 28 February 2027, the Italian Embassy in Bangkok will close its consular legalisation counter for Thai public documents. Comune, Questura, Prefettura, Tribunale, and the Ministero degli Affari Esteri (MAECI) accept a Thai MFA Apostille directly for birth, marriage, criminal record, academic, and corporate documents.
The MFA Apostille is issued at Chaeng Wattana on standard service in 2 working days (THB 200/page) or express on the same day (THB 400/page). NYC closes the leg in 2–4 business days including translation review and document collection.
Dichiarazione di Valore in Loco (DV) — still required for academics
The DV is a country-specific statement issued by the Italian Embassy in Bangkok that confirms the legal value of a Thai academic title (high school diploma, bachelor's, master's, PhD) within the Thai education system. It is required by virtually every Italian university for admission and by professional bodies for title recognition. The Apostille does not replace the DV — they are separate instruments.
DV procedure: prenotazione online at the Italian Embassy Bangkok portal → submit Apostilled diploma + Apostilled transcript + sworn Italian translation → embassy verification with the Thai Office of the Higher Education Commission (OHEC) → DV issued in 15–20 business days. Fee €50. NYC handles the full chain at THB 6,500 + €50 embassy fee.
CIMEA — the fully online alternative
CIMEA (Centro di Informazione sulla Mobilità e le Equivalenze Accademiche) issues a Statement of Comparability that is accepted by 80% of Italian universities and by professional regulators in lieu of the DV. The process is entirely online: upload Apostilled diploma + transcript + sworn translation → CIMEA verifies via OHEC → Statement issued in 20 business days. Fee €170.
Choice criteria: DV is cheaper (€50) but slower at the embassy counter and required by older universities and ministerial recognition procedures. CIMEA is faster online and preferred by Politecnico di Milano, Bocconi, Sapienza international tracks, and most ENIC-NARIC member uses. NYC advises per-university based on each year's published admission criteria.
Comune marriage and permesso di soggiorno
A Thai national marrying an Italian citizen at the Comune files: (1) Apostilled birth certificate, (2) Apostilled nulla osta al matrimonio (issued by the Royal Thai Embassy Rome upon receipt of the Apostilled Thai single-status affidavit), (3) passport, (4) sworn Italian translations done before a Tribunale or by a CTU (Consulente Tecnico d'Ufficio) in Italy. Publication of the bans (pubblicazioni) for 8 days, then the marriage is celebrated.
After marriage, the Thai spouse applies for the permesso di soggiorno per motivi familiari at the Questura within 8 days of arrival. Required: Apostilled marriage certificate (or the Italian acte de mariage trascritto), Apostilled birth certificate, sworn Italian translations, plus standard Questura forms and the €30.46 marca da bollo.
